enator Tom Cotton is not the first person who comes to mind when you think of the forces driving the ideological development of today’s GOP. Nebraska’s Ben Sasse has a Ph.D. and was a university president. Ted Cruz and Mike Lee are whip-smart, well-spoken constitutional experts whose reputations as ideas men Cotton can’t match. And it seems that Josh Hawley wants to be seen as a thought leader.

And yet, though he lacks Sasse’s professorial-yet-friendly tone, Cruz’s and Lee’s oratorical skills, and Hawley’s nose for publicity, Cotton has begun to play a key role in shaping the direction of the caucus,
